NYCHA’s Real Estate Development Department (“REDD”) administers housing development real estate transactions, primarily the Permanent Affordability Commitment Together (“PACT”) program and the new Public Housing Preservation Trust (“The Trust”), which convert NYCHA developments to the Section 8 program to fund renovations and create permanently affordable housing. NYCHA is in the process of converting 62,000 apartments through PACT and 25,000 units through The Trust, with a goal of addressing over $15 billion of capital repair needs.
The U.S. Department of Housing and Urban Development (“HUD”) and NYCHA entered into an agreement (the “HUD Agreement”), on January 31, 2019, to establish specific requirements and milestones to address the environmental, health and safety hazards at NYCHA properties, including lead-based paint, mold and leaks. The Director for Environmental Hazards will coordinate planning and implementation of environmental and health hazard mitigation within Real Estate Development for PACT and Trust projects, primarily concerned with the abatement of lead-based paint. In doing so, the Director for Environmental Hazards will perform complex analytical and coordination work related to the development and implementation of housing programs designed to preserve and to improve public housing.
The Director for Environmental Hazards for Real Estate Development will work on a team with technical knowledge related to real estate development, public housing, architecture, planning, and urban design.
The key responsibilities for this position include, but are not limited to the following:
- Manage a team of staff and/or consultants to perform the activities described below:
- Environmental Hazards Program Development and Maintenance, including establishing procedures and reporting templates.
- Compilation of Historic Environmental Records and transmission to project partners.
- Review of environmental investigation and risk assessment plans.
- Review of environmental abatement/hazards control plans & occupant protection plans.
- Review of environmental operations and maintenance plans.
- Field observations and documentation of mitigation and abatement activities.
- Abatement Project Closeout Review.
- Monthly Status Reporting, including project specific data as well as summary information (aka “dashboard”). Regular reporting will also be required for distribution to the HUD Agreement Monitor, NYCHA’s Office of Compliance, or otherwise.
- Annual program audit, planning and budgeting.
- Serve as the NYCHA liaison for inter-agency collaborations.
- Draft and review requests for proposals as needed.
- Present analyses to the NYCHA executives, inter-agency partners, elected officials, residents, stakeholders, and colleagues.
- Work closely with colleagues from NYCHA, as well as NYC, NY State, and Federal agencies involved in the development of affordable housing.

1. Eight years of full-time experience in construction, repair, alteration and/or rehabilitation of multiple dwellings, commercial, industrial or public buildings in the capacity of general contractor, superintendent of construction, procurement specialist, evaluator responsible for cost estimation, or as a field supervisor or as an inspector, at least 18 months of which must have been in a supervisory or administrative capacity involving responsibility for a large number of buildings; or
