The Department of Consumer and Business Services (DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting and serving Oregon's consumers and workers while supporting a positive business climate. The department administers state laws and rules governing workers' compensation, occupational safety and health, financial institutions, insurance companies and building codes. The department has consumer protection and education programs, offices, and ombuds to help consumers, injured workers, and businesses.
This position is with the Oregon Occupational Safety and Health Division (Oregon OSHA). Oregon OSHA is responsible for assuring safe and healthful working conditions for Oregon workers through promulgation and enforcement of Occupational Safety and Health Regulations, and by providing education and consultation to employees and employers.
This position is represented by the Service Employees International Union (SEIU).

This position is eligible to telework on a part-time basis once the incumbent has gained the proficiency to perform work independently. However, regular, scheduled office hours are also required.
Here’s what you will do:
As the Standards and Technical Manager, your duties will include:
Managing, planning and coordinating the activities of the Standards and Technical team, Resource Center, internal training team, and publication specialists
Working with employers, employer associations, and employees to promote voluntary methods of providing safe and healthful workplaces and market other division services
Overseeing the adoption process of federal and state-initiated rules and policies
Overseeing the development and publication of technical resources, documents, training materials, policy memoranda, letters of interpretation, and codebooks
Evaluating and recommending revision, deletion, new or continued publication of Oregon OSHA pamphlets, brochures, and other publicly available documents
Participating on advisory groups with stakeholders and other division staff to develop rules and policies having statewide impact
Participating in strategic planning, goal setting, and action planning for Oregon OSHA’s Policy Section under the direction of the Policy Manager

Here’s what you need to qualify:
Minimum Qualifications:
Five years of lead work, supervision, or progressively related experience
OR
Two years of related experience and a bachelor's degree in a related field
Requested Skills:

Demonstrated ability to work collaboratively with diverse stakeholders, including government agencies, employer representatives, labor advocates, and workers.
Thorough knowledge of occupational safety and health rules, programs, and policies.
Demonstrated experience in project and process management across teams or groups and managing staff who have multiple tasks with interruptions, priority changes, a heavy workload and competing deadlines
Demonstrated experience organizing and assigning projects, managing multiple programs and teams, monitoring workflows, and evaluating work products
Demonstrated experience in mentoring or developing staff members, interpersonal communication, professional writing, and public speaking

Per the Pay Equity Law passed in 2017, a pay equity analysis will be conducted to determine what pay step the successful candidate will be offered. The analysis will be based on the relevant experience, education, training, and certifications documented in the application materials. On average, candidates new to state service will most likely be offered compensation in the lower to mid-level of the salary range.
The salary range listed is the non-PERS eligible rate. If you’re already a participating PERS member or once you become PERS eligible after 6 months of employment, the salary range will increase by 6.95% and the required 6% employee retirement contribution will be deducted from your pay.
