Navy Planning Yard Program Analyst

Position Description

Serco has a great opportunity for a Program Analyst for a NAVSEA program that is complex in concept and development related to Navy business operations and strategy. You will be part of a large team that works closely with the customer and other Serco teams to deliver quality solutions to the Surface Navy. This team has been recognized by the Navy and the industry for their outstanding contributions to the contract and program. This position supports the PMS 421 Surface Combatant Planning Yard Manager and Material Readiness Coordinator by advising leadership, on issues relating to Planning Yard contract negotiation and modifications, Availability Analysis Database manipulation, and Contract Data Requirements List(CDRL) development. You will also prepare briefings and provide data analysis on contract and logistic performance. The position will be expected to coordinate with personnel from across the Surface Warfare Enterprise (NAVSEA, Warfare Centers, TYCOM, Fleet, NAVSUP, and NAVWAR) in addition to interfacing with ISEAs, Planning Yard, TYCOMs, Integrated Logistics Support (ILS), Training and other SEA 21 codes to support emergent task and seek step-by-step resolution to availability and sustainment issues.

 

In this role, you will:      

  • Provide programmatic and logistic support to NAVSEA 21 PMS 421.
  • Assist in developing administrative and policy direction concerning overall program priorities and objectives.
  • Produce PowerPoint briefs showing trend analysis and corrective actions.
  • Maintain spreadsheets that track progress and capture history for various systems.
  • Track deliverable status, adequacy, and trends
  • Using Critical Thinking skills, break down problems into smaller components and work with stakeholders to resolve these problems.
  • Take undefined emergent tasks and drive them to completion.
  • Collaborate with stakeholders regarding programmatic, logistics, and other fleet issues and coordinate resolution of these issues.
  • Extract operational data, conduct research and analysis, and provide analyses.
  • Attend meetings, draft written reports, and provide recommendations.
  • Coordinate and participate in working groups, program development forums, analytical activities and other forums as required to accomplish contract requirements.
  • Perform additional duties and responsibilities as assigned by the Surface Combatant Planning Yard Manager and Material Readiness Coordinator.

Qualifications

To be successful in this role, you must have: 

  • Active secret security clearance is required.
  • Bachelor’s degree plus 5+ years relevant work experience.
    • In some cases, for more comparable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology.
  • Experience working with logistics processes in the Navy or Department of Defense
  • Expert skills in the use of Microsoft Teams, Word, Excel, PowerPoint.
  • Ability to prioritize and complete assigned tasking and represent at technical meetings.
  • Ability to travel 10%
  • Prior Navy Surface Warfare experience desired.

In compliance with state and local laws regarding pay transparency, the salary for this role is $86,539.03 to $140,624.86 however, Serco considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate's work experience, education/training, and key skills.
