MCI Clinical Program Director

Overview

  The Community Crisis Stabilization (CCS) Clinical Program Director (PD) is responsible for the overall management and oversight of a 24/7 short stay community-based alternative to hospitalization for adults 18 years old and older with behavioral health (Mental Health, Substance Use Disorder and co-occurring disorders) symptoms. Leading an interdisciplinary team, the PD is an independently licensed clinician and is responsible for overseeing quality of care and promotes the CCS into the continuum of services provided by the Community Behavioral Health Center (CBHC). The CCS Clinical Program Director also:
  • Oversees clinical and operational functions of CCS program.
  • Collaborates with mobile crisis teams, to ensure the appropriate and timely admission in line with the CCS medical necessity criteria.
  • Develops and maintains a written comprehensive staffing plan and ensures the program has capacity to admit and discharge clients 24/7, in collaboration with the medical director. 
  • Consults with CBHC regarding emergency and urgent situations.
  • Provides direct supervision and performance evaluations to identified staff.
  • Facilitates team, inter-departmental, or cross-organizational meetings.
  • Ensures all staff know and are updated on information regarding the continuum of services available upon discharge.
  • Implements linkages with step-down and community resources within the community.
  • Ensures development and training is provided to all program employees.
  • Participates in CCS program leadership meetings with CBHCs/MCIs on clinical and administrative issues.
  • Attends regional meetings and participates in marketing efforts to drive utilization for the CCS model; partners with community stakeholders including Lowell General Hospital around diversionary interventions to support individuals in the least restrictive setting possible.
  • Functions as a key contact for state agencies, payers, and other stakeholders.
  • In collaboration with the CBHC Quality Director, develops and monitors key performance indicators (KPIs) for example, utilization data including capacity, length of stay, readmissions, access issues and average daily census.
  • Monitors compliance with regulatory and contractual requirements. Implements performance improvements when needed.
  • Performs other duties as assigned.

Qualifications

  • Master's degree in social work, psychology or other related field required.
  • Independent Clinical License (LICSW, LMFT, or LMHC) required in state of Massachusetts.
  • A minimum of five years in progressively responsible human services functions preferably in a behavioral health acute, sub-acute or residential 24/7 treatment settings, of which at least 2 years have been in supervisory roles.
  • Experience using evidenced based practices in a short-term therapeutic milieu setting. 
  • Experience providing supervision and coaching to clinical and non-clinical staff.
  • Knowledge of state agencies including DDS and DMH
  • Skilled in working within a multi-disciplinary team model inclusive of medical staff to serve clients with medical co- morbidities, such as diabetes or asthma.
  • Skilled in the provision of brief treatment and crisis interventions
  • Practices cultural humility in the care of individuals and families.
  • Experienced in the use of formal and informal assessment practices.
  • Familiar with managed care practices and medical necessity criteria
  • Experienced in the use of empowerment and self-advocacy techniques.
  • Knowledge of available community resources and alternative levels of care
  • Excellent organizational and communication skills
  • Experienced with telehealth technologies.
  • Proven ability to work in a professional and confidential capacity.
  • Must be able to successfully pass a multistate CORI, SORI, reference check, employment verification, education and credentialing background check

Pay Range

USD $85,000.00 - USD $90,000.00 /Yr.
