Description

The Compliance Specialist is responsible for ensuring Blanton Turner’s compliance with all federal laws, state laws, and agency regulations related to MFTE, IZ, MHA, as well as any other future programs. The Compliance Specialist will work closely with the Property Managers to ensure actual tenant income, and rent levels meet eligibility requirements. This position ensures accurate and complete compliance workflow from leasing through occupancy. The Compliance Specialist will also operate within the provisions of Seattle and Washington State Landlord Tenant law, Fair Housing law, and American Disabilities Act (ADA) law.

A Day in the Life

Compliance

  • Ensure continuous compliance with housing regulatory agencies (WSHFC, City of Seattle, Redmond, Bellevue) and rules and regulations. Ensure procedures and forms are current with regulatory agencies.
  • Approve tenant files at move-in and certifications/recertifications and all related paperwork for compliance
  • Send out monthly reminders per the recertification calendar to on-site staff and Property Managers; Follow up on outstanding annual recertifications with property supervisors and on-site staff; and Conduct internal annual recertification audits to ensure files are accurate and meet compliance requirements.
  • Maintain/review Compliance trackers ensuring timelines are met for tasks and accuracy- Leasing and Certification trackers
  • Conduct site audits to ensure compliance to policies and regulatory agreements, procedures regarding resident files, and filing systems.
  • Assist with lease-ups: Oversee the application intake and logging of applications during the lease-up period to ensure all applications are accounted for; Prepare the unit designation spreadsheet and oversee the application process to meet lease-up schedule; Assist in other areas including applicant interviews, file review, and approval as needed throughout the lease-up process; prepare weekly lease-up updates.
  • Ensure prompt and accurate audit response to regulatory agencies and auditors.
  • Ensure/Monitor use of Quality Control Policies.
  • Monitor record retention process.
  • Serve as a resource for staff on compliance related policies and procedures, respond to staff compliance questions.
  • Ensure timely completion of Property Tax Exemption reports.
  • Ensure secure setting up and maintaining an electronic filing system.

Other

  • Provide feedback and work on resolving or implementing new policies and procedures to ensure timely addressing of areas of non-compliance and regulation changes.
  • Monitor new announcements of rules, and research and analyze the impact.

Requirements

  • Bachelor’s degree or equivalent experience and/or professional certifications.
  • Experience with Yardi, Rent Cafe and Right Source an asset
  • Experience as a property manager with operations and maintenance.
  • Experience practicing compliance with a strong knowledge of Tax Credit requirements.
  • Comprehensive knowledge of Seattle Office of Housing MFTE, IZ, and MHA requirements as well as WSHFC policies.
  • Understanding of basic multifamily property management concepts.
  • Working knowledge of Landlord-Tenant Act and Fair Housing policy.
  • Ability to communicate effectively both orally and in writing.
  • Ability to shift priorities in an atmosphere where interruptions are frequent.
  • Ability to meet all timelines and target dates with complete and accurate reporting.
  • Proficiency with computers (especially Windows and MS Office), and ability to learn property management software.
  • HUD, Tax Credit or related compliance certification- COS, CP3, HCCP
  • Ability to work independently in addition to working as a member of a team.
  • Demonstrates the necessary attitudes, knowledge and skills to deliver culturally competent services and work effectively with diverse populations.
  • Ability to read and interpret complex documents and manuals, such as regulatory agreements and compliance regulations
  • Strong problem solving and analytic skills with attention to detail
  • Ability to develop and maintain effective working relationships and possess good customer service skills.
  • Ability to work independently.
  • Ability to travel to visit properties and attend required training.
