Business Operations Analyst

Description

This is a key Business Operations role within the Public Works Department encompassing a diverse range of responsibilities. The position streamlines workflows, coordinates cross-departmental processes, and optimizes resource allocation for improved efficiency while individually contributing through procurement processes, asset management, data analysis, and customer inquiries. A strong understanding of County policies and ordinances is required for this role.


Major Essential Duties


  • Operates as customer centric, trend and workflow analysis, continuous improvement through metric analysis
  • Demonstrates adaptability and a positive, solution-focused mindset in a dynamic environment
  • Collaborate on budget reviews, and financial analysis. 
  • Embraces change with a willingness to shift priorities, processes, and responsibilities as business needs evolve.
  • Inspire and guide Public Works teams and organizational processes toward achieving strategic goals while fostering a culture of trust, accountability, and innovation, with the ability to adapt, be resilient, result focused with data driven decision making.
  • Strategically and practically integrate economically, environmentally, and socially responsible practices into daily business activities to ensure long-term success.
  • Track and analyze key metrics, such as work orders quantity, labor hours, and cost within the Asset Management system.
  • Share department goals, policies, challenges, and achievements openly and accurately with employees to foster trust and improve decision-making.
  • Facilitate open dialogue and feedback loops with employees, customers, and suppliers to build collaborative relationships and ensure all parties feel valued and informed.
  • Collaborate on budget reviews, and financial analysis. 
  • Ability to use current and modern technology including Microsoft platforms and AI.



Minor Essential Duties


  • Assist with the Department’s snow removal operations 
  • Ability to take on new tasks or projects as needed to support department goals.

  • The Business Operations Analyst performs duties within the Public Works Department, under the direct supervision of the Business Operations Manager


Requirements

Qualifications

Education and/or Experience


  • Graduate of an accredited college or university with a degree in business management, accounting, or a related field (preferred), or a high school diploma, vocational school graduation, or equivalent, supplemented by extensive experience or training providing the necessary knowledge, skills, and abilities, with a minimum of five years of office administration experience.
  • Experience and knowledge of Public Works operations and a working knowledge of modern office procedures and equipment.


Language Skills

  • Ability to read, analyze, and interpret policies, procedures, professional publications, and governmental regulations  
  • Ability to write reports and business correspondence 
  • Possess strong oral, written, and listening skills   


Mathematical Skills

  • Ability to add, subtract, multiply and divide in all units of measure, using whole numbers and decimals 


Reasoning Skills

  • Interprets a variety of technical and instructional information  
  • Makes decisions which serve the county’s best interest and follows the missions and objectives of the Public Works Department 


Certificates, Licenses, Registrations

  • Possession of a valid Commonwealth of Kentucky driver’s license 



Other Knowledge and/or Skills

  • Knowledge of basic anatomy, physiology, diseases, nutrition and housing 
  • Knowledge of basic laboratory techniques, procedures, supplies and equipment 
  • Knowledge of sanitary principles and procedures 
  • Knowledge of the occupational hazards and corresponding safety precautions necessary for the safe performance of assigned duties 
  • Ability to maintain equipment, buildings and grounds in a clean and orderly fashion 
  • Ability to act independently within established guidelines 
  • Ability to maintain accurate medical records 
  • Ability to restrain animals 
  • Ability to exercise judgment, tact and diplomacy 



Physical Demands

  • While performing job duties, the employee could reasonably be expected to: 
  • Regularly (over 2/3 of regular working day) 
  • Sit. 
  • Talk or hear. 
  • Use hands to type, handle paper. 
  • Occasionally (under 1/3 of regular working day) 
  • Stand or Walk. 
  • Reach with hands and arms. 
  • Lift and/or move up to 25 pounds. 
  • Vision requirements include close, distance, color and peripheral vision, depth perception and the ability to adjust focus
