Charlotte Water is an enterprise department of the City of Charlotte and one of the largest public water and sewer service providers in the southeast with over 330,000 customer accounts and over 1100 employees. Our service area includes the City of Charlotte, Mecklenburg County and the towns of Huntersville, Cornelius, Davidson, Mint Hill, Matthews and Pineville. Charlotte Water’s FY 26 budget is $651 million and a five-year capital program of $2.2.28 billion. Salary Range:

$26.83 - $29.80 Commensurate with Experience

Summary:

Charlotte Water is seeking an organized and detail-oriented Administrative Specialist to support its Human Resources team. Reporting to the Human Resources Manager, this role requires strong organizational skills, the ability to prioritize tasks effectively, and attention to detail. The successful candidate will perform a variety of administrative, clerical, and technical duties, often involving confidential and sensitive information. This position supports all administrative divisions and requires a high degree of initiative and independent judgment.


Major Duties and  Responsibilities:

  • Provide administrative support to the Human Resources Manager and all administrative divisions
  • Process weekly payroll for the administrative divisions
  • Coordinate and schedule interviews; participate on interview panels
  • Administer education reimbursement processes
  • Support onboarding for new hires
  • Manage and reconcile P-Card transactions
  • Manager HR Inbox and respond accordingly
  • Assist with reviewing and updating departmental policies and procedures
  • Contribute to HR related projects and other duties as assigned

Knowledge, Skills & Abilities:

  • High level of confidentiality and discretion
  • Strong organizational and time-management skills with the ability to multitask independently
  • Excellent verbal and written communication skills
  • Ability to produce clear, concise, and professional documentation
  • Proficiency in Microsoft Office Suite (Excel, Word, Outlook, PowerPoint); experience with HRMS systems preferred
  • Familiarity with records management and retention best practices
  • Ability to work effectively with a diverse workforce and maintain a professional demeanor
  • Collaborative and team-oriented mindset with a customer-service approach

Preferred Qualifications:

  • Experienced with Workday and Kronos systems
  • Associate’s degree in Human Resources, Business Administration, or a related field

Minimum Qualifications:

  • High School Graduate or Equivalent
  • At least one (1) year of administrative or human resources experience
  • Valid North Carolina or South Carolina driver's license
  • Ability to obtain and maintain a City of Charlotte driver’s permit

ADA and Physical Requirements:

  • Must be able to perform tasks requiring talking, hearing, seeing, and repetitive motions
  • Physical demands include sitting, standing, walking, and light to moderate lifting
  • Occasional crouching, stooping, reaching, pushing, or pulling
  • Ability to work in environments with moderate noise and frequent interruptions
  • Adequate vision, hearing, and speech required

Sensory and Working Conditions:

  • Frequent data entry and proofreading requiring focused attention
  • Ability to handle interruptions and maintain composure in a dynamic environment
  • Work is performed indoors with occasional exposure to external environmental conditions
  • Frequent use of computers, phones, and other office equipment

CONDITIONS OF EMPLOYMENT

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
