CLASS DEFINITION
IT manager, Computer operations manager, Systems manager, Applications manager, Software manager, Computer operations manager, manager, enterprise applications integration.
This position reports to the IT Division Manager; responsible for direct supervision and management of a unit of technical staff IT applications and systems development, data security, computer operations units etc. Implements all strategies for all IT operations and supervises efficient working of all IT staff and ensures compliance to all deadlines and provides upgrade to all systems as required.
MINIMUM QUALIFICATIONS
On or before the date of filing the application, each candidate must:
EDUCATION: Have a Bachelor of Science degree in Information Technology, Computer Science, Computer Engineering or a related discipline from an accredited college or university.
AND
EXPERIENCE: Have Seven years of application programming, systems design, hierarchical/relational database management and/or GIS experience; Including three years of supervisory responsibilities as disciplining, evaluating the performance of and recommending the hiring, firing, and promoting of subordinate employees.
Excellent verbal and written communication skills.
Previous IT experience in government is preferred.
OR
EQUIVALENCY NOTES: Have an equivalent combination of education and experience. Non-supervisory experience or education may not be substituted for the required supervisory experience.
LICENSES, REGISTRATIONS AND CERTIFICATES: Advanced technical credentials, e.g., Project Management Professional (PMP), Certified Information Security Manager (CISM), preferred.
**PREFERRED QUALIFICATIONS
EDUCATION: Bachelor’s degree in public administration, Business Administration, Social Work, or a related field (master’s degree a plus).
AND
EXPERIENCE: Have seven years of overseeing public-facing project and/or programs.
Three years of supervisory experience evaluating the performance, mentoring, coaching and recruiting and growing employees.
Program management experience particularly in a government or nonprofit setting.
Experience overseeing customer service operations and managing teams. • Demonstrated ability to establish partnerships and collaborate with community organizations and businesses.
Experience working with vulnerable populations, such as people experiencing homelessness, immigrants, or LGBTQ+ communities.
Experience with software and hardware management, including vendor negotiation and contract oversight.
Fluency in Spanish (desirable).

BACKGROUND CHECK

PROBATION
All persons, including current City employees, selected for this position must complete a mandatory six-month/1-year probation. (update for BPD positions)
ELIGIBILITY
Qualified candidates will be considered for vacancies as they arise, for a period of at least six months. The decision of the Director of Human Resources with respect to acceptable minimum qualifications is final.
EDUCATION ACCREDITATION
Applicants’ education must be obtained from an accredited institution. Education credentials obtained out of the US must be evaluated for US equivalency. Evaluation agencies information may be obtained at www.naces.org.
SELECTION PROCESS

EXAMINATION PROCESS
