Senior Manager, Public Policy

Description

The Senior Manager of Public Policy assists the AVP of Housing Policy & Regulatory Affairs in managing the public policy team and our work to support the rental housing industry’s federal, state and local advocacy. The Senior Manager also serves as a thought leader and content creator, and advocates in front of Executive Branch agencies on issues within their portfolio. 

Principal Accountabilities:

• Supervise legislative analyst(s) and ensure that their work product meets NAA’s quality standards.
• Build and maintain relationships with external stakeholders in support of NAA’s advocacy goals.
• Provide subject matter expertise on a portfolio of public policy issues to further the rental housing industry’s federal, state and local advocacy objectives.
• Identify housing policy trends and make recommendations on threats and opportunities to engage or otherwise provide value to NAA affiliates and members.
• Represent NAA as a thought leader before NAA affiliates and members, within coalitions, as well as public facing forums on issues within designated portfolio. 
• Aid in the execution of NAA’s regulatory advocacy strategy, including developing outreach strategies, building relationships with Executive Branch agencies, their leaders and staff, and advocating in front of federal executive branch agencies on issues within designated portfolio.
• For their designated portfolio of federal regulatory issues, develops comment letters, testimony, and other advocacy collateral; facilitates conversations with regulators; and works with cross-functional teams to provide opportunities for NAA affiliate and member participation.
• Develops and manages housing policy content and programming. These can include, but are not limited to, NAA affiliate advocacy materials, statutory research, oral presentations, and content for NAA’s website and NAA publications and events.
• Actively monitors legislative and regulatory activities by federal, state and local governmental entities for issues within designated portfolio and provides strategic recommendations as needed.  

Supervisory Responsibilities:

Assist the AVP, Public Policy and Regulatory Affairs with management of public policy team. Provide day-to-day management of legislative analyst(s).

Travel:

The Senior Manager may travel to NAA meetings and affiliate events which occur 4-6 times per year. 

Requirements

• Bachelor’s degree 
• Five years of relevant experience in public policy, research or advocacy 
• Team-oriented with strong collaboration skills
• People management skills are a must
• Excellent written and verbal communication skills, including public speaking, message development, and persuasive writing skills 
• Familiarity with federal regulatory processes 
• Experience working with HUD, CFPB, FTC, FHFA regulators is a plus
• Ability to work independently and balance projects with multiple deadlines
• Ability to travel

Physical Demands:

While performing the duties of the job, the employee is regularly required to sit, use hands to finger, handle or feel objects, tools or controls; reach with hands and arms. The employee may occasionally lift up to 20 pounds.

Work Environment:

Work is regularly performed in a professional office environment and routinely uses standard office equipment.
