The Oklahoma Department of Commerce is seeking a State & Federal Legislative Liaison position. This position is a full-time position in state government. This position is responsible for monitoring, prioritizing, and tracking Commerce-impacting legislation. Position requires interfacing within complex political and Agency relationships. Requires knowledge of Agency operations, state and federal economic development resources, and regional partnership organizations. The incumbent must develop and maintain effective working relationships with community leaders, Oklahoma’s elected officials, and legislative staff to respond to legislative requests and requests for public policy recommendations.
Develop a working knowledge of Agency budgets and operational timelines. Develop and implement educational communication strategies to reinforce the Agency's mission and goals to support and foster continuous program awareness. This includes participating with the Leadership Team to acquire a thorough understanding of programs, focus, and intended outcomes. Because the Oklahoma legislature does not meet year-round, the Legislative Liaison will take on additional special projects as assigned. Legislative Liaison works under the direction of and reports to the CEO.
The functions performed in this job family will vary by level, unit, and organization, but may include the following:
Coordinates, plans, and manages the legislative activities of the agency, and consults with agency executives to define and implement legislative strategies.
Participate in relevant legislative meetings, agency activities, and client interaction to gather, understand, and take action appropriate for the agency.
Research and provide information for agency budgets, projects, and operational timelines. Tracks and measures results and outcomes.
Creates communication strategies to reinforce the agency’s mission and goals to facilitate continuous program awareness.
Interfaces with complex political stakeholders, community, and agency leaders.
Provides requested information and public policy recommendations to elected officials and their staff.
Collaborate with agency staff to gain and share knowledge.
Anticipates, seeks knowledge, tracks, and reports developments on legislation affecting the agency.
Consults with agency executives to define and implement legislative strategies.
Develop briefings, memos, testimony, presentations, and other communication methods to effectively convey information.
Other duties as assigned.
It requires knowledge of economics and Oklahoma's legislative processes and practices. It requires skill in analyzing and solving complex problems, the ability to produce reports, and the ability to interpret data into meaningful reports and decision tools.
The successful candidate must establish effective working relationships that enhance knowledge of the Agency's mission. The position requires working independently to select an appropriate course of action in coordination with the CEO. The incumbent must be willing to work extended hours as necessary. Excellent written, oral, and presentation communication skills are essential.
Requires a bachelor’s degree in business, economics, political science, or a related field with at least 5 years of related experience in the legislative process.
Travel will be required.
