ORGANIZATION OVERVIEW 

An increasing number of Americans – most of whom are women and people of color – are employed in service sector jobs that are marked by low wages, no health care, job insecurity, and lack of training and career advancement opportunities. The SEIU Education & Support Fund tackles these issues by designing and facilitating worker-centered, relationship-based, and accessible education, training, and workforce development programs. We serve as a strategic partner to the Service Employees International Union (SEIU) and collaborate with other unions, nonprofit organizations, government agencies, and employers to help workers access good jobs and spark positive social change. Throughout our work, we promote a culture of empowerment that honors experience, culture, diversity, and inclusion.

PROGRAM OVERVIEW 

Child Care Providers United Training Fund is a coalition of organizations united by a shared vision for lifting up the leadership of family child care providers in California, the majority of whom are women of color and immigrants. Family child care providers, who run child care businesses out of their homes, represent an essential workforce in California and are drivers of economic regeneration and community health. Our providers work with the state to provide subsidized care services for our most underserved families and have a unique role in leveling the playing field, ensuring that all children, regardless of income, have access to quality care and education. Our early childhood educators create the foundation for well-being and academic success for children across the state, positively shaping our next generation. All staff members are employees of

SEIU Education & Support Fund (ESF). Our Child Care Providers United (CCPU) Training Fund team members are remotely dispersed across the state of California. 

POSITION SUMMARY

The West Coast Regional Director of Child Care role will oversee all of the day-to-day activities of the CCPU Training Fund. This fund was established through a collective bargaining agreement to support the professional development of early childhood education (ECE) workers in collaboration with 2 SEIU local affiliates, one UDW local affiliate (all three of whom form CCPU), and the state of CA. The West Coast Regional Director of Child Care is responsible for overseeing and implementing programmatic strategy and practices across both departments within the CCPU training fund, bringing cohesion, consistency, and efficiency to all work that crosses both departments. They will provide budgetary oversight for all programmatic work of the Training Fund, manage the Training Fund’s partnership with the CCPU Training Fund Trust, as well as bring CCPU Training Fund programmatic departments into alignment with the overall vision for the childcare sector, as outlined in ESF’s strategic plan. This role reports to the Chief Program Officer, and will supervise two CA program Directors, the CCPUTF Communications Director, the Peer Mentorship Manager, and the CCPUTF Administrative Manager.  

KEY ROLES AND RESPONSIBILITIES

CCPUTF Leadership:

  • Oversee Programmatic Administration within the CCPU Training Fund, including the build out and adoption of workflows for all cross-departmental work and initiatives, ensuring alignment, consistency, and efficiency across all of the training fund’s programming, as well as the management of vendors engaged in cross-departmental work.
  • Ensure consistent and equitable staff development and support for the entire CCPUTF program team
  • Collaborate with other ESF departments to ensure strong communication and collaboration on all work related to the CCPU Training Fund, including: Operations, Finance, Evaluation and Learning, People and Culture, and Advancement. 
  • Manage stakeholder relations, fostering collaborative partnerships, both internally, with CCPUTF program staff and other ESF departments, as well as externally, with vendors related to cross-departmental work, the CCPU Training Fund Trust, state agencies and other partners in the region.

Program Planning, Budget Oversight and Reporting:

  • In collaboration with CCPUTF departmental Directors, develop and monitor annual program plans, aligned with ESF’s strategic plan, child care provider needs, and available resources.
  • Convene and lead weekly CCPUTF Leadership meetings to ensure alignment, adherence, communication, and collaboration, where possible, amongst CCPUTF departments  
  • Actively participate in National child care leadership meetings, ensuring alignment with, and participation in, NEETC initiatives
  • Collaborate with Departmental Directors, the Director of Finance and the Sr. Director of Tech Operations, to manage annual budgets, ensuring compliance with funding restrictions and ESF’s internal financial and accounting SOP’s.  
  • Collaborate with the Sr Director of Tech Operations, the Director of Data Analytics, and the Director of Comms to ensure appropriate infrastructure and internal communications related to the creation of quarterly, annual, and impact reports- showcasing both impact by program, as well as across the entire training fund, geared toward both internal and external audiences.  

Collaboration and Communication:

  • Foster an environment of collaboration with and amongst CCPUTF leadership, Cross-org ESF Leadership, and CCPUTF/ESF partners to ensure seamless, innovative, best-in-class delivery of programmatic initiatives
  • Ensure effective internal, cross-departmental communication by adhering to ESF’s program and operational reporting/monitoring policies.
  • Manage, clear roadblocks, and provide guidance to direct reports, ensuring alignment with the overall mission and goals.

KNOWLEDGE/SKILLS/ABILITIES

  • Is committed to a worker-centered, empowerment-based approach to training
  • Exceptional judgment, interpersonal, and communications skills, exhibiting the ability to manage up, down, and laterally; demonstrates flexibility, creativity, humility, empathy and patience.
  • Ability to travel frequently within CA, and more occasionally to ESF sites across the U.S.
  • Digitally fluent and comfortable using technology tools including Google Suite, Salesforce, SurveyMonkey, ASANA, in a professional environment. 
  • Ability to work independently and be a self-starter as well as a collaborator in a dynamic team environment; can balance inclusive processes while driving toward deadlines.
  • Is able to flex hours to support staff across multiple time zones as needed (generally with notice).
  • Experience working with diverse communities including low-income women of color
  • Experience in serving ESL populations and workers in isolated professions and those who have traditionally been excluded from pathways to advancement

EXPERIENCE/QUALIFICATIONS

  • 8-12 years of experience in a supervisory program director role that required multi-state oversight.
  • 5+ years of demonstrated experience working with internal and external stakeholders.
  • 3+ years of experience supervising staff.
  • 3+ years of experience developing and monitoring program-level budgets.
  • Demonstrated experience developing new education programs and initiatives.
  • Experience working with diverse communities, including low-income women of color.
  • Strong understanding of social and economic justice issues, with knowledge of the union landscape.
  • Excellent communication skills, both internally and externally, with the ability to represent the organization effectively and convey insights and recommendations to internal teams.
  • Strong analytical skills, with the ability to interpret program data and feedback into actionable insights

PREFERRED QUALIFICATIONS

  • Advanced education or experience in a relevant fields
  • Fluent in English and Spanish
  • Experience managing a minimum budget of $5 million

In our pursuit of fairness and consistency, ESF has chosen to establish clearly defined salary ranges for all positions. For this role, the salary is set at $113,422, $127,032, or $139,509 and is dependent on the employee’s primary residence (city and state).
