Mission: The Link works with youth and young families to overcome the impacts of poverty and social injustice. Our 23 programs provide supportive housing, intensive case management services, and skills development to youth at risk of or experiencing homelessness, sex trafficking and/or involvement in the juvenile justice system. The Link prides itself on its innovative, youth-centered, strengths-based programming for youth and families as well as programs that are co-designed, implemented and overseen by youth.


Position Specifics

  • Hiring Salary Range: $72,128-$80,900/year based on qualifications 
  • Job Type: Full-Time, Exempt
  • Location: Grace Church, Apple Valley
  • Hours/Days: this position works daytime M-F, but will need to work some occasional hours outside of the 9-5 workday as dictated by program needs.

BASIC FUNCTION


This position is responsible for the overall staff and program management of The Link’s C.O.R.E. Drop-In Center in Apple Valley and hotel shelter program across Dakota County. The Program Manager ensures efficient operation of programming that is consistent with The Link’s mission, goals, and objectives and funding compliance. 


ESSENTIAL FUNCTIONS

  • Oversee and manage the staffing and program requirements of The Link’s C.O.R.E. Drop-In Center and hotel shelter program. 
  • Provide oversight and supervision to C.O.R.E. staff including shadowing shifts, regular 1:1 check-in’s, regular review of files and paperwork, etc. 
  • Participate in the development and implementation of strategic planning for the agency 
  • Participates in community meetings as appropriate
  • Participate in coordinated entry process as appropriate. 
  • Ensure program is in compliance with funding requirements and manage the various administrative and financial components to the program 
  • Writes reports and compiles statistics for funders and other key stakeholders in a complete, accurate, and timely manner 
  • Assess, researches, and implements program improvement and expansion 
  • Develops efficiency standards for the program 
  • Ensures that the program operates within budget guidelines 
  • Maintains a work environment that attracts, keeps, and motivates a diverse workforce of top-quality people 
  • Creates and maintains community relations appropriate to the fulfillment of agency priorities and objectives 
  • Develops collaborations and referral process for services beyond the scope of The Link 
  • Arranges and participates in speaking engagements

Requirements

KNOWLEDGE, SKILLS, AND ABILITIES

  • Desire to continuously learn for personal and professional growth

  • High level of administrative, fiscal, and personnel management 
  • Ability to work effectively with and relate to diverse populations 
  •  Excellent communication skills, both verbally and writing 
  • Ability to work independently as well as in teams 
  • Demonstrated ability to efficiently organize, coordinate, track and complete multiple tasks as well as adjust to changing priorities 
  • Computer application proficiency, including Microsoft Outlook, Word, Excel, PowerPoint, etc. 
  • Experience with office equipment, such as photocopier, fax, scanner, etc 
  • Clean driving record and ability to pass a criminal and motor vehicle background check 

QUALIFICATIONS

  • 3-4 years of experience working with young people who have experienced homelessness 
  • Knowledge of the Twin Cities homeless youth, single adult and family continuum of services 
  • Knowledge of systems that interact with people experiencing homelessness (law enforcement, child welfare, etc.) 
  • Knowledge of appropriate boundaries and safety precautions while running a drop-in center 
  • Training experience 
  • Experience working with young people who have significant barriers to housing and stability
  • Supervisory experience is preferred, including supervising large teams


WORKING CONDITIONS

  • The employee is regularly required to talk or hear
  • The employee is frequently required to use manual dexterity for use of objects, tools or controls as well as visual acuity
  • The employee is required to stand; walk; sit; climb or balance; and stoop, kneel, crouch or crawl
  • The employee must lift and/or move up to 20 pounds
  • Work environment for this position includes offices, common and residential space with a low to high noise level
  • Ability to work a variable schedule as needed
  • Requires ability to drive

The Link believes strongly in pay equity and transparency, and wages that lead our field for similar roles.  To that end, The Link will ensure all new hires are offered the highest wage they are eligible to receive within the position's hiring range based on their years of relevant professional experience, lived experience, and relevant degrees and licensures.  The Link has a “no negotiation policy,” which means candidates should not have to negotiate their way to a fair wage for their skills and experience and will automatically be given the highest wage they are eligible for based on their qualifications.
