SUMMARY: 

The Program Associate (PA) supports the Mental Health Program’s Global Mental Health (GMH) pillar, focusing on the coordination and implementation of activities under the direction of the Senior Associate Director, GMH. The role includes contributing to operational research design, knowledge production and dissemination, and fostering cross-pillar and cross-departmental collaboration at The Carter Center.

 

The PA coordinates implementation of program activities related to behavioral health systems strengthening in low- and middle-income countries (LMICs), including workforce development, legislative and policy reform, and social inclusion. The role also supports cross-programmatic and cross-pillar integration efforts—such as integrating mental health and infectious disease (NTD, TB) programming and journalism, and school-based behavior health in LMICs.

 

The PA will also support research, communications, and development efforts directed by the Associate Director, GMH, and work closely with GMH Sr. Program Associates on data collection and management, budget and proposal development, grant oversight, and coordinating meetings and conferences for assigned projects.

 

Due to the travel locations, Hostile Environment Awareness Training (HEAT) will be required.

 

KEY RESPONSIBILITIES:

  • Primary duty is organizing, coordinating, and planning operational facets of a global program and its related activities which include, but are not limited to the following: researching factors that may impact the success of the program, and working with individuals or groups to research and document program requirements in order to provide appropriate input.
  • Support the implementation of MEL frameworks focused on mental health systems performance and service delivery.
  • Maintains secure and well-organized data/information management system for operational analyses, presentations, planning and evaluation. Maintains electronic library of research papers, reports and unpublished documents of relevance to the Program.
  • Collaborate with partners to develop context-specific indicators and data collection tools.
  • Monitor progress toward project objectives and contribute to program learning and adaptive management.
  • Develops promotional materials/venues, manages relational databases, and establishes/forecasts budget requirements.
  • Develops work plans to accomplish objectives and monitors progress toward their achievement.
  • Monitors expenditures and may prepare financial reports; may assist in identifying funding resources and developing fund-raising strategies and initiatives.
  • Prepares operational and statistical reports to assist in effective decision-making.
  • Conducts training, represents the program at international meetings and conferences, and networks with affiliated groups.
  • May write or develop reports, speeches, briefings, newsletters, promotional materials, grants or other written materials related to the program.
  • Conducts research and gathers accurate information to develop various publications.
  • Drafts grant, project, and annual budgets and budget narratives by gathering, reviewing, verifying, and consolidating a variety of data.
  • May assist in developing and coordinating program-related conferences, conventions, or meetings.
  • May supervise staff.
  • Performs related responsibilities as required. 

MINIMUM QUALIFICATIONS:

  • Bachelor's degree in a field related to the program and two years of related experience or an equivalent combination of education, training and experience.

PREFERRED QUALIFICATIONS:

  • Master’s degree in Biostatistics, Epidemiology, Public Health, Health Economics or related quantitative discipline.
  • Works well and flexibly with others in a highly collaborative environment, is highly organized, and maintains a positive and professional attitude in the workplace.
  • Displays tact and discretion in all matters and is successful at building effective interpersonal professional relationships.
  • Learns quickly and efficiently multitasks across projects within a time-sensitive environment
  • Excellent oral and written communication skills.
  • Able to travel domestically and internationally on occasion.

 

NOTE: This role will be granted the opportunity to work from home regularly but must be able to commute to The Carter Center on a flexible weekly schedule based upon business needs.  Schedule is based on agreed upon guidelines.  All non-exempt employees must reside within the state of Georgia.
