The San Mateo County Community College District, established in 1922, includes Cañada College, College of San Mateo, and Skyline College. Situated between San Francisco and Silicon Valley, the District serves nearly 30,000 students annually, offering the first two years of college instruction across a broad range of transfer and career-technical programs. Students can earn Associate of Arts or Science degrees, as well as Certificates of Proficiency. The colleges provide extensive online course offerings and support high school pathways through Middle College, dual enrollment, and concurrent enrollment programs.

The anticipated yearly salary range for this position is: $95,000 - $100,000 depending on experience. 

 

Job Description:  

Under general supervision, the Human Resources Representative supports a wide range of HR functions, helping to implement district and departmental policies with a focus on fostering an inclusive and healthy workplace. The role involves frequent public contact requiring discretion and professionalism when addressing inquiries related to recruitment, employment, benefits, leaves, retirement, and labor agreements. It demands sound judgment and creative problem-solving to apply policies effectively and handle both routine and complex issues. Errors can impact public relations, time, and costs. The position may also oversee student assistants or temporary staff as needed. 

 

What you will be doing:  

  • Managing, coordinating, planning, and performing a variety of complex and technical functions related to employee services, including recruitment, employment, compensation, benefits, leaves, and records maintenance in compliance with laws, regulations, District policies, and collective bargaining agreements. 
  • Exchanging information in a timely and service-oriented manner with job applicants, community organizations, business representatives, educational institutions, District employees, and others regarding recruitment, employment, collective bargaining, policies and procedures, employee records, benefits, retirement plans, training programs, and HR services. 
  • Assisting in developing materials and delivering presentations to both small and large groups. 
  • Attending meetings, workshops, and events to obtain and provide up-to-date procedural and policy information. 
  • Composing, formatting, and preparing correspondence, memoranda, marketing materials, reports, recruitment documents, electronic communications (including website content), and other related materials. 
  • Conducting research, compiling data, and preparing statistical and narrative reports and spreadsheets using software to manage files, surveys, marketing trends, salary and classification data, and other information for HR services and collective bargaining purposes. 
  • Maintaining confidentiality regarding Board matters, district operations, personnel issues, students, collective bargaining, equal employment opportunity, and other sensitive topics. 
  • Assisting with pay and leave calculations in accordance with District policies and collective bargaining agreements. 
  • Performing day-to-day data entry in various systems to process employment, benefits, leave, and retirement transactions in compliance with District policies and agreements. 
  • Assisting in resolving issues between District employees and benefit or retirement programs, and recommending solutions within plan guidelines or established precedents. 

 

Minimum Qualifications:  

  • Associate’s degree in human resources, business administration, or a closely related field OR an equivalent combination of education and experience. 
  • Successful recent human resources experience of increasing responsibility in areas such as recruitment, selection, benefits administration, or classification and compensation. 
  • Demonstrated cultural competence, sensitivity to and understanding of the diverse academic, socioeconomic, ethnic, neurodivergent, and LGBTQIA+ backgrounds of community college students, faculty and staff. 
  • Demonstrating the ability to establish and maintain positive, collaborative working relationships with colleagues, employees, external agencies, and the public, while upholding the principles of excellent customer service. 
  • Quickly learning, interpreting, and applying a broad range of policies, procedures, laws, and collective bargaining agreements related to employment within the District. 
  • Exercising sound independent judgment to analyze, make decisions, and offer recommendations on programs, procedures, and operations, while recognizing when to escalate matters to senior leadership. 
  • Performing intermediate to advanced tasks using computer applications and data management systems with accuracy and efficiency. 
  • Maintaining professionalism, composure, and adaptability in high-pressure situations involving competing priorities, tight deadlines, and frequent interruptions. 
  • Possessing strong knowledge of employment practices and talent management principles within a human resources context. 
  • Communicating effectively, respectfully, and with cultural sensitivity in both oral and written forms, tailored to the diverse communities served by the District and HR department.
