JOB SUMMARY


The Human Resources Business Partner III is responsible for delivering strategic and tactical HR support to business leaders. This role partners closely with department leaders and cross-functional teams across the organization to proactively drive performance, engagement, compliance, and a culture of safety. The HRBP III leads and supports initiatives in talent management, employee relations, workforce planning, leadership development, and culture-building efforts while ensuring compliance will all company policies and applicable laws. 


ESSENTIAL JOB FUNCTIONS 

  • Fosters a positive working environment where employees are comfortable addressing concerns with management and HR
  • Serve as a primary point of contact for employees, supervisors, and leadership, providing strategic HR guidance across all levels of the organization 
  • Foster a positive, inclusive, and safety-conscious work environment where employees feel supported and comfortable addressing concerns with HR and management
  • Analyzes trends and metrics within the HR department and greater operations to develop solutions, programs, and policies
  • Conduct thorough, objective, and confidential investigations into employee relations matters, ensuring timely resolution and legal compliance 
  • Maintains in-depth knowledge of employment laws and regulations, and HR policies to reduce risk, and ensures compliance at the federal, state, and local levels 
  • Partner with leadership to strengthen employee relations, build morale, and promote engagement, retention, and productivity 
  • Serve as a subject matter expert on all HR and personnel-related matters, providing clear, consistent policy interpretation and guidance to employees, managers, and leadership 
  • Collaborate with business leaders to provide insight and support for workforce planning, organizational development, and succession planning 
  • Identify and assess training and development needs at both the business unit and individual level; facilitate employee and leadership training as needed

  • Evaluate and monitor training programs for effectiveness, and follow up to ensure learning objectives are met
  • Develop and maintain HR Standard Operating Procedures (SOPs) and documentation to support consistency, audit readiness, and compliance
  • Lead or contribute to company-wide HR initiatives and special projects that enhance culture, operations, and employee experience

OTHER JOB FUNCTIONS

  • Ensure 100% compliance with the Chemring Operational Framework, Code of Conduct, and U.S. Code of Ethics and Business Conduct
  • Comply with government and corporate laws, rules, regulations, policies, and procedures
  • Participate in cross-functional committees or task forces as an HR representative
  • Provide support for the HR Director for all aspects of the business 
  • Provide guidance or mentorship to junior HR staff
  • Special projects and additional duties as assigned

Requirements

EDUCATION

  • Bachelor’s Degree in Human Resources, Business Administration, Psychology, Management, Education, Marketing, or similar required
  • Master’s degree in Human Resources, Organizational Development, or related discipline is a plus 
  • HR Certification (PHR, SPHR, SHRM-CP, SHRM-SCP) strongly preferred

EXPERIENCE

  • Minimum of seven years of progressive HR experience; or equivalent combination of education and experience
  • Experience supporting complex organizations, preferably in manufacturing, engineering, or government contracting
  • Demonstrated experience handling employee relations issues
  • Working knowledge of multiple human resource disciplines, including compensation practices, organizational development, performance management, and federal and state respective employment laws

SKILLS and QUALIFICATIONS

  • Must be eligible to obtain and/or maintain a U.S. Government Security Clearance commensurate with the level of facility clearance 
  • Must be eligible to possess explosive under the Safe Explosives Act of 2003 (as amended) as required by the Bureau of Alcohol, Tobacco and Firearms (ATF) for all employees of Kilgore Flares
  • Demonstrated commitment to safety, with a strong understanding of HR’s role in supporting a “Safety First” workplace culture
  • Expertise in Microsoft Office suite, HRIS systems and preferably timekeeping systems (UKG-Kronos)
  • Must be adaptable to changes in the work environment, comfortable with multiple competing demands and is able to deal with frequent change, delays or unexpected events in a calm and logical manner
  • Able to maintain a high level of confidentiality and exercise effective independent judgement, sensitivity and creativity to changing needs and situations 
  • Ability to interface with all levels of management and applicants at any level
  • Must possess knowledge of applicable laws and regulations
  • Excellent verbal and written communication skills
  • Excellent interpersonal and customer service skills
  • Strong analytical and problem-solving abilities
  • Ability to comprehend, interpret, and apply the appropriate sections of applicable laws, guidelines, regulations, ordinances, and policies

PHYSICAL AND OTHER REQUIREMENTS

  • While performing the duties of this job, the employee may be required to handle non-energetic material
  • The employee frequently is required to stand, walk, and sit. The employee is occasionally required to reach with hands and arms; climb or balance; and stoop, kneel, crouch, or crawl
  • The employee must regularly lift and/or move up to 10 pounds, frequently lift and/or move up to 25 pounds
