Program Analyst (Level 2)

Description

Concept Solutions is seeking a Program Analyst (Level 2) to support the FAA's E-OSE Program.  The FAA’s E-OSE platform is central to the agency’s infrastructure modernization strategy, providing shared hosting environments and cybersecurity monitoring for onboarded NAS systems. It requires detailed planning, risk tracking, and interagency coordination to ensure effective operations.

The Program Analyst (Level 2) will support FAA organizational planning, data synthesis, and program oversight by conducting evaluations, formulating reports, and presenting recommendations. This role includes responsibilities in configuration control, Earned Value Management, financial tracking, and project risk identification. The analyst will contribute to high-level planning, cost analysis, and coordination of mission-critical milestones across E-OSE initiatives. Strong skills in data collection, analytical presentation, and communication with FAA leadership are essential.  This position is contingent upon contract award. 

Requirements

• 15–20 years of relevant program analyst experience
• Bachelor’s degree in any field (a related Master’s degree may substitute for 3 years of experience)
• Experience supporting program life cycle activities including initiation, requirements development, execution, and monitoring.
• Skilled in capturing, analyzing, and reporting on performance indicators aligned to program goals and contract deliverables.
• Knowledge of federal financial management principles including cost allocation, fund tracking, and reconciliation of expenditures.
• Experience managing milestone reviews, deliverable schedules, and approval workflows in coordination with FAA CORs and PMs.
• Ability to analyze cost data, identify trends, and recommend adjustments to maintain alignment with budget constraints and strategic goals.
• Proficient in enforcing configuration control processes and supporting change board activities for technical and programmatic baselines.
• Experienced in preparing recurring and ad hoc reports to FAA leadership and stakeholders including program summaries, action items, and audit responses.
• Strong skills in proactively identifying risks related to cost, schedule, or performance and supporting the development of mitigation strategies.
