Within Global Government Affairs (GA), Visa’s Policy Advisory team plays a crucial role in shaping the future of digital payments. As Manager, Policy Advisory, you will be responsible for advising internal and external stakeholders on a range of policy and regulatory issues, including those pertaining to open data flows, artificial intelligence, agentic commerce, and other emerging payments-related technology developments. The Manager will partner closely with regional GA teams to drive policy outcomes that advance Visa’s objectives. The Manager will also work with various product, legal, and other Visa teams to identify public policy trends and analyze potential opportunities and impacts. The Manager will also help develop strategies, position papers, internal messaging materials, and other content to shape policy outcomes. The ideal candidate thrives in fast-paced, matrixed environments, excels at strategic execution, and has a proven track record of leading high-profile engagements on emerging technology and/or digital payments policy issues.
The position reports to the Vice President and Head of Policy Advisory, Global Government Affairs.
Essential Functions:
Leverage data to develop compelling insights that help advance Visa’s public policy objectives, while informing Visa’s clients, policymakers, and other stakeholders about public policy trends.
Monitor payments- and technology-related public policy developments across markets, analyze their impacts to Visa, and collaborate cross-functionally to develop a strategic response to emerging policy threats and opportunities.
Build deep partnerships with regional GA colleagues by proactively identifying opportunities for collaboration and delivering effective solutions.
Write or support development of public policy position papers on priority issues, and collaborate with the Visa Economic Empowerment Institute (VEEI), and consultants/partners to identity, support and develop research projects and written content.
Be a trusted partner for Visa’s product teams, advising on regulatory developments, policy, and geopolitical trends that may influence/impact Visa’s products.
Coordinate with other internal functions including, but not limited to, Regulatory Affairs/ Legal, Corporate Strategy, Country and Regional Management, the Chief Economist and Visa Business and Economic Insights, Risk, and Corporate Communications to ensure consistency of corporate positions and decisions across all parts of the organization.
Support local and regional business executives and regional GA colleagues with specific requests for information, advice, industry data, and briefing materials for government meetings as needed.
Support executive engagements by developing briefing materials, presentations, talking points, etc.
Represent Visa in industry association working groups and other multistakeholder policy discussions, as needed.
Strong understanding of digital payments is essential.
This is a hybrid position. Expectation of days in office will be confirmed by your hiring manager.
Basic Qualifications
-5 or more years of relevant work experience with a Bachelors Degree or at least 2 years of work experience with an Advanced degree (e.g. Masters, MBA, JD, MD) or 0 years of work experience with a PhD
Preferred Qualifications
-6 or more years of work experience with a Bachelors Degree or 4 or more years of relevant experience with an Advanced Degree (e.g. Masters, MBA, JD, MD) or up to 3 years of relevant experience with a PhD
-Strong understanding of Visa’s products and ability to work closely with
product and other functions to align on shared strategies,
receive input, and prioritize projects/products based on business objectives
and ROI methodology.
-Experience with a focus on corporate strategy, legal or policy in a regulated
industry, consulting background preferred.
-Demonstrated ability to build collaborative relationships and facilitate healthy communication.
-Proven ability to manage multiple complex issues and deliver consistently excellent work products on deadline.
-Superior communication skills, including the ability to translate business priorities into specific public policy recommendations.
-The ideal candidate will have experience working on a broad range of technology, data and policy topics.
-Advanced academic degree in economics, international relations, law, public policy (or a closely related field) from a top-tier institution preferred.
-Outstanding inter-personal, presentation, and communications skills.
-Ability to work across multiple time zones, countries, and cultures.
Work Hours: Varies upon the needs of the department.
Travel Requirements: This position requires travel 5-10% of the time.

U.S. APPLICANTS ONLY: The estimated salary range for a new hire into this position is 138,500 to 200,700 USD per year, which may include potential sales incentive payments (if applicable). Salary may vary depending on job-related factors which may include knowledge, skills, experience, and location. In addition, this position may be eligible for bonus and equity.
