THIS IS A CITYWIDE RECRUITMENT FOR CURRENT CITY EMPLOYEES ONLY.

This is an Exempt to Permanent recruitment. Only currently active, exempt employees of the City and County of San Francisco in this recruitment’s classification will be placed on the eligible list for consideration of future permanent positions.

Job Description

Under general supervision, a Training Officer performs journey-level work in the development and presentation of training programs and facilitated events for City and County employees, supervisors, managers, and performs related duties as required. 

MAJOR, IMPORTANT, AND ESSENTIAL DUTIES 

  1. Develops client relationships and performance agreements that are consistent with the client's needs, the organizational culture, the practitioner's ability to perform, and the ethical standards of the human resources development professional; and discusses requests to identify the general content, boundaries, and guidelines before providing the training session. 
  2. Designs/adapts appropriate assessment tools or approaches such as interviews, questionnaires, survey questions, and collects the necessary information for assessing learning needs, determining appropriate instructional design and content, identifying target populations, and evaluating the effectiveness of previous related training programs. 
  3. Assesses individual, team, and organizational learning needs by analyzing information obtained from assessment tools, interviews, reports, complaints, other documents and/or consultations with other agencies or groups. 
  4. Designs and develops learning programs, facilitated events, seminars, conferences, and materials. 
  5. Coordinates training programs, facilitated events, seminars, and conferences that involve planning and scheduling the activities of trainers and other support personnel, and arranging facilities. 
  6. Conducts training programs that include, but not limited to, making presentations, facilitating group discussions, and leading and monitoring group activities. 
  7. Evaluates the effectiveness of training programs, facilitated events, and seminars, and writes various reports. 
  8. 8Provides coaching and consulting to managers, supervisors, and employees on a variety of issues. 
  9. Proposes, promotes, and/or markets training programs, facilitated events, seminars, and conferences by writing proposals, and securing support and approval from City or department managers. 
  10. Provides instructional and facilitation guidance to technical experts in areas such as meeting learning goals and objectives, and following professional Training and Development standards. 
  11. Administers instructional programs requiring the services of contractors to ensure the delivery of high-quality, cost-effective training. 
  12. Researches and prepares written budget estimates, training charges, and/or justifications for the costs of specific training programs, and assists management personnel on fiscal and program decisions. 

The Training Officer may perform other duties as assigned/required. 

Qualifications

 

Minimum Qualifications: 

  1. Current Category 16, 17, or 18 Exempt Employee in Class 1232 who has worked at least 2,080 hours in class 1232; AND 
  2. Possession of a baccalaureate degree from an accredited college or university; AND 
  3. Two (2) years of verifiable experience designing, organizing, and conducting employee training programs. 

Substitutions

  1. Additional experience as described above may be substituted for the required education on a year-for-year basis. Thirty (30) semester units/forty-five (45) quarter units equal one year of experience. 
  2. Possession of a Master of Arts degree may be substituted for one year of the required experience. 
  3. Verifiable experience in teaching adults and developing lesson plans may be substituted for the required experience on a year-for-year basis. 

 

Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted.  

One-year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week).

Special Qualifications including specialized knowledge, abilities, education, experience, or license may be established for individual positions.

Please answer the Preliminary Questionnaire carefully and thoroughly.  It will serve as the Training and Experience Assessment for this recruitment and will be used to determine your eligibility for this recruitment as well as your score and rank on the eligible list. Qualified applicants will be ranked on the eligible list based on the length of their exempt City service (in Category 16, 17, and/or 18) in the 1232 class, along with any additional qualifying points (e.g., promotive status), as outlined in Civil Service Commission (CSC) rules. All work history will be verified using official City records, which will serve as the final authority in determining qualifying service.

Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Certification
The certification rule for the eligible list resulting from this examination will be the Rule of the List.

The duration of the eligible list resulting from this examination process will be 6 months and may be extended with the approval of the Human Resources Director.
