Description
Role Purpose:
To be Finance partner providing accounting advice and support to the Project management department on the setup and management of all projects. The nature of the work involves dynamic and varied projects of significant importance to the organisation at a pivotal time for Guernsey as the States of Guernsey sets out the Electricity Strategy for the island.
Responsibility for developing and implement finance function best practice for the capture, recording and reporting of project expenditure, asset recognition and maintenance of asset records including improving/simplifying/standardising business processes.
This role works pro-actively with all levels of the organisation including budget managers, the Executive Leadership Team and Board Directors.
Key Responsibilities
Principal Accountabilities/Responsibilities:
Finance Partner to PMO dept to:
· Provide assistance with set up of all projects – All projects not just WIP/fixed assets (revenue/capex/rechargeable/discovery)
· Advise on Financial dimensions, capex or revenue eg. Including what is a discovery project and when you can start to capitalise.
· Review and reconcile project costs to general ledgers monthly.
· Transfer of project costs as advised by PMO.
· Agree definitive list of capital commitments at the year-end for audit purposes.
· Attend Portfolio Board meetings as finance representative.
- To assist with the financial appraisal of investment opportunities and advise management accordingly.
- Prepare supporting paper for audit scrutiny to justify and quantify proportion of maintenance and enhancement projects that can be capitalised.
- To monitor spending on Revenue and Capital Projects and liaise with the relevant Departments to ensure that costs are correctly recorded, financial dimensions are correct and that projects are within budget. Ensuring that any Investment Projects are capitalised and closed in a timely manner and in accordance with the Business Process.
- Monitors labour capitalisation against projects.
- Monthly elimination of projects to fixed assets incl. monthly meter assets. EOY and monthly asset report preparation - reconciles fixed assets and WIP. Monitors capital and opex spend, against budget and forecasts. Run monthly depreciation charge.
- Resourcing rates for use in project ledger – evaluate annually to determine correct rates and apply to new staff/ changes (and evaluate alternative linkage to payroll)
- New Connections and Deferred Income reconciliation.
- Fixed assets write offs, impairments, disposals during year and annual reporting for audit.
- Maintenance of fixed asset records re custodians, locations and groups.
- Contributes capex data for quarterly shareholder performance report (in liaison with PMO dept)
- A valued contributor to the continual development and improvement of the Company’s short and long-term financial modelling, in order to inform and support key business decision making.
- Ensure delivery of insightful, accurate and timely business and financial analysis.
- A valued contributor to the production of the annual budget/rolling forecast of the business and to deliver summary analysis of actual results against budget.
- To co-ordinate the production of information and explanations to external stakeholders for compliance, regulatory and auditing purposes.
- Essential contributor to the financial year reporting and audit team.
- Update the fixed asset standard operating procedures (SOPs) and policies.
- Participates in special projects from the Directors, the Head of Finance, and other managers across the business.

Skills, Knowledge and Expertise
Key skills and personal Attributes:
- Part qualified accountant or qualified by experience in financial and management accounting.
- Experience of computerised ledger accounting systems, preferably including Microsoft Dynamics 365 and Power BI
- Ability to discuss financial information with non-financial managers.
- Technical understanding and experience of project appraisal and business cases
- Ability to analyse and present numerical data effectively.
- Ability to work to deadlines and cope with periods of pressurised working.
- Ability to work under own initiative and as part of a team.
- Advanced IT skills (particularly Microsoft Excel)
- (Once in the role) demonstrates a current knowledge of the functional structure of Guernsey Electricity Limited, its mission, objectives, strategy and critical success factors.
