Position Summary:
The Human Resources Manager provides both strategic and hands-on support to the leadership and staff of Rock Church across all campuses. This role is responsible for implementing and managing key HR functions including recruitment, onboarding, employee relations, benefits, compliance, staff development, and culture initiatives. The HR Manager ensures alignment with the mission, vision, and values of Rock Church while promoting a healthy, Christ-centered, and legally compliant work environment. This position requires sound judgment, a pastoral heart, and a high level of confidentiality in handling sensitive matters.
Essential Duties and Responsibilities
Staffing & Talent Management
· Oversee recruitment, selection, and onboarding processes for all staff positions across campuses and ministries.
· Partner with ministry leaders to forecast staffing needs and develop job descriptions.
· Manage staff transitions (hires, promotions, transfers, terminations) in accordance with policy and culture.
Employee Relations & Culture
· Serve as the primary contact for employee relations issues, providing guidance and support with biblical integrity, confidentiality, and fairness.
· Champion a healthy workplace culture that reflects the church’s core values.
· Conduct regular check-ins with staff and managers to address morale and engagement.
· Provide biblical and legally compliant support for conflict resolution, performance issues, and sensitive employee concerns.
· Utilize Matthew 18 and Ephesians 4 principles to encourage unity, clarity, and grace in workplace relationships.
· Conduct and document workplace investigations as needed in partnership with leadership and legal counsel.
Training & Development
· Develop and oversee staff development programs including orientation, compliance training, and leadership development.
· Coach supervisors on performance management and conflict resolution.
· Support leadership development through coaching and development plans for high-potential staff.
· Partner with departments to support ministry-specific training needs (e.g., child safety, volunteer management).
· Identify and prepare emerging leaders through succession planning strategies.
HR Administration & Compliance
· Maintain and enforce employee handbook, policies, and procedures in alignment with federal, state, and local employment laws.
· Oversee accurate record keeping and HRIS management (e.g. timekeeping, job changes, benefits enrollment).
· Administer and communicate benefits programs, including annual open enrollment and vendor relationships.
Compensation & Benefits
· Collaborate with leadership on salary structures, job classifications, and merit increases.
HR Strategy & Church Leadership Support
· Provide HR metrics, reports, and recommendations to senior leadership.
· Act as an advisor and thought partner to ministry and department leaders on people-related strategies.
· Assist with staff communication during organizational change or growth.

Requirements
Qualifications:
- Bachelor’s degree in human resources, Business, Organizational Leadership or related field.
- 5+ years of HR experience, including management-level HR in a multi-site or complex organization (non-profit or ministry preferred).
- Strong knowledge of HR best practices and California labor law.
- PHR/SPHR or SHRM-CP/SHRM-SCP certification preferred.
- Experience with HRIS platforms (e.g. Paylocity, ADP, etc.).
- A mature Christian faith and commitment to the mission and values of Rock Church.
